AFFILIATED ORGANISATIONS (NON-TRAINING)

1. Background

On the back of the interest from the Sigmund Freud Institute (Frankfurt), the Executive Committee expressed the wish for the creation of a new category of IPA affiliation/recognition. This new category of “Affiliated Organisations” would recognise prestigious organisations that carry out various functions in the psychoanalytic community. This category is not intended for the recognition of training in any way.

2. Authority

The IPA Rules state the following in Rule 4, Section C:

Associated Organisations. The Board may, from time to time, establish relationships with other groups and create guest study groups. The terms of any such relationship shall (a) make clear that the other group, body, or association is not a Constituent Organisation of the IPA and, therefore, is not recognised by the IPA as being authorised to train or qualify psychoanalysts or Members of the IPA, or exercise any other IPA authority of a Constituent Organisation and (b) be subject to periodic review and revision by the IPA.

3. Criteria

Recipients would be organisations that:

a) Carry out various functions related to the social sciences, applied psychology, educational research, developmental consultancy, etc;

b) are well known and respected across the IPA global community;

c) are not training institutes.

4. Affiliation

It should be made clear that the status is an affiliation with the organisation and not with individuals within that organisation. Therefore, no dues will be collected or payable to the IPA and the IPA will communicate only with the Chair/President of the organisation or their representative, and will not circulate information directly to the members of the organisation.

5. Benefits for Affiliated Organisations

Organisations in this category could potentially receive:

a) A good relationship with the IPA, with the hope of sharing information and research and communication resources where possible;

b) the endorsement of the IPA. For example, through prominent placement on the IPA’s website with a link to the Affiliated Organisation’s own website;

c) circulation of information to IPA Members/candidates, such as inclusion of information about the Affiliated Organisation in the IPA’s e-newsletter;

d) engagement via the IPA’s social media channels.

6. Benefits for the IPA

The IPA could potentially receive:

a) Good relationships with various respected organisations, with the hope of sharing information and research and communication resources where possible;

b) the endorsement of the Affiliated Organisation. For example, through prominent placement on the Affiliated Organisation’s website with a link to the IPA’s own website;

c) circulation of information to Affiliated Organisation’s members/mailing list, such as inclusion of information about the IPA in e-communications;

d) further engagement with the international psychoanalytic community by facilitating contact between the IPA membership and renowned global organisations;

e) exposure of the IPA brand beyond the realm of psychoanalysis in areas related to the social sciences, applied psychology, educational research etc.

7. Committee control and mandate

As these organisations will not be endorsed for training or development, it is important that they are kept apart from ING committee functions, so as to avoid confusion. Affiliated Organisations will fall under the auspices of the Executive Committee, which will be mandated to:

a) Pursue and receive applications and proposals for this category of affiliation;

b) in the case of proposals, to ensure that the organisations themselves are interested in an affiliation with the IPA;

c) ensure any interested applicant organisations understand what the status involves and that it does not include the authorisation to train IPA Candidates; 

d) put forward written endorsements to the Board for approval;

e) ensure that all necessary documentation is signed and returned to the IPA Office prior to the “Affiliated Organisation” status being officially awarded.

8. Protocol and Approval by the Board

Following the Executive Committee’s recommendation to establish an Affilated Organisation, and prior to approval by the Board, a draft Protocol will be prepared, based on the standard Protocol in the appendix to this document but modified to suit the individual circumstances of each proposed Affiliated Organisation.

The Board will consider recommendations made by the Executive Committee. It may:

a) approve the establishment of the Affiliated Organisation and its related Protocol; or

b) refer the application back to the Executive Committee for revisions to the documentation, for further information or review; or

c) reject the proposal.

9. Monitoring

The Board, or the Executive Committee, in circumstances where it judges the matter cannot wait till the next Board meeting, may, by a simple majority of those present at a meeting, terminate the relationship with any Affiliated Organisation by giving the Affiliated Organisation notice in writing to that effect and without giving reasons.

Appendix

DRAFT STANDARD PROTOCOL DOCUMENT

 

INTRODUCTION

1. This Protocol is a legally binding agreement between the International Psychoanalytical Association (the IPA), a UK registered charity with offices at Unit B, Book House, 261a City Road, London EC1V 1AH, UK, [email protected], and [Name, Address and email of organisation]. The [name of organisation] wishes to form a professionally beneficial relationship with the IPA as an ‘Affiliated Organisation’, in accordance with IPA Procedures (attached as Appendix 1), which may be modified by the IPA at its discretion by giving 30-days’ notice to the Affiliated Organisation. This Protocol defines the nature, terms and conditions of the relationship with the IPA.

 

LEGAL FRAMEWORK

2. This Protocol is established under Rule 4, Section C of the IPA’s Rules. The Rule reads as follows: ‘The Board may, from time to time, establish relationships with other groups and create guest study groups. The terms of any such relationship shall (a) make clear that the other group, body, or association is not a Constituent Organisation of the IPA and, therefore, is not authorised to train or qualify psychoanalysts or Members of the IPA, or exercise any other IPA authority of a Constituent Organisation and (b) be subject to periodic review and revision by the IPA.’ 

 

3. The IPA’s Rules, as well as its Procedures (attached as Appendix 1) shall prevail in case of any inconsistency with this Protocol.

 

TERMS AND CONDITIONS

4. In agreeing to the terms of this Protocol, the Affiliated Organisation:

a) may call itself an ‘IPA Affiliated Organisation’. However, the Affiliated Organisation must at all times make it clear, in such format as the IPA shall specify, that it is not a Constituent Organisation of the IPA. Therefore, the Affiliated Organisation is not authorised to train or qualify psychoanalysts or Members of the IPA, represent, speak for or bind the IPA in any fashion, or exercise any other IPA authority;

b) has agreed to make no financial or legal claims against the IPA, and acknowledges that the IPA makes no financial or service-delivery promises or commitments to the Affiliated Organisation;

c) reserves the right to end this relationship by giving the IPA notice in writing to that effect without giving reasons;

 

5. In agreeing to the terms of this Protocol, the IPA:

a) shall provide the Affiliated Organisation with the services/benefits listed in the relevant IPA Procedural Code;

b) shall list the Affiliated Organisation as such on the IPA’s website;

c) reserves the right to terminate this relationship with the Affiliated Organisation by giving the Affiliated Organisation notice in writing to that effect without giving reasons.

 

6. This agreement shall be construed and governed by the laws of England and all disputes will be subject to the exclusive jurisdiction of the high court in London. Modifications shall only be effective if agreed by both parties in writing.
